Sir G. Buchanan to Sir Edward Grey.-(Received February 27.)
St. Petersburgh, February 22, 1911. WITH reference to my despatch No. 43 of the 21st instaut, I have the honour to report that the Minister for Foreign Affairs informed me yesterday afternoon that he had received a few hours previously the reply of the Chinese Government to the note which the Russian Minister at Peking had been instructed to address to them. The Chinese Government had, bis Excellency said, given Russia satisfaction on all the six points, with the exception of the question of the monopolies to which reference was made in the third article of his memorandum. He would be obliged to bring
this matter once more to their notice,
His Excellency expressed special satisfaction at the fact that the Chinese Govern- ment had stated that it would, in their opinion, be to the interest of both Russia and China that the present treaty should remain in force, and that such slight modifica- tions as it might be advisable to introduce into it could be settled by a common agreement between the two Governments.
